Early morning surface breaking reported yesterday on the Royal at the 295 bridge. Fish reported in South Freport early today. I got a very solid hit on a plug in 18&amp;quot; of water on Saturday, and watched a guy in a kayak pull a nice 21&amp;quot; striper out of the exact same spot the following day.  Fleet is growing on the flats and rivers around Portland.
